Key takeaways
State the value quickly.
Support claims with evidence.
Reduce friction before conversion.
Track meaningful actions.
Dubai real estate marketing campaigns work best when approved property information, a clear buyer or tenant offer and reliable follow-up connect. Define the inventory and appointment you want to generate, choose channels that fit that task, then measure qualified conversations, attended appointments and completed transactions before increasing spend.
A campaign is a coordinated promotion for a specific property, development or service, with an agreed budget, destination and review period. This playbook is for agents, brokerage teams and developer marketing managers who need to turn a plan into work they can launch and assess.
For wider decisions about audience, channels and owner acquisition, start with our Dubai real estate digital marketing plan. Here, the focus is what your team needs to do before and after a campaign goes live.
1 Define the campaign and its success measure
Choose a specific commercial task. Booking viewings for ready apartments, arranging off-plan project consultations and securing landlord instructions require different information and next steps. Give each its own campaign brief rather than collecting every enquiry under “Dubai property leads”.

A practical campaign playbook for Dubai agents, brokerages and developers, covering approvals, property pages, qualified enquiries and sales follow-up.
Write down the stock or service, intended prospect, approved offer, destination, budget, responsible agent and review date. Agree what counts as a qualified enquiry before the first report arrives. For a ready-home campaign, that might mean a contactable person whose requirements match available stock and who is considering a viewing within an agreed timeframe.
An individual agent can own the brief and follow-up. A brokerage needs an assignment rule and a backup when the specialist is unavailable. A developer should nominate someone who can confirm project facts and approved inventory, alongside the sales team receiving enquiries.
Consider this hypothetical brief: promote a verified selection of ready two-bedroom apartments in Dubai Marina to buyers considering a purchase in the next three months, with attended viewings as the first outcome to assess. This is an example of campaign scope, not a claim about available properties or measured search demand.
2 Approve the property facts and advertising assets
Check authorisation and applicable advertising requirements before publishing. The Dubai Land Department’s real estate advertising permit service covers electronic advertisements, promotional campaigns, open houses and project launch events. Its terms require an owner marketing contract for brokers applying for specified permit types, including online advertising.
DLD’s Madmoun guidance explains how the advertising QR code supports verification. Check that it is readable, the permit is valid, the advertising company matches and the advertised details agree with the authorised information. Have the responsible brokerage or developer confirm the current requirements for each format.
Maintain one dated set of approved facts: property reference, availability, asking price in AED, area and units, floor plan, photographs, occupancy or completion status, and the agent responsible. Keep permit details and the approval record with the assets so a resized advert does not lose essential information.
For off-plan property, distinguish completed features from proposed amenities, architectural renders and stated handover dates. Attribute payment plans to current approved material and explain relevant conditions. Keep projected returns and residency-related claims out of the advert unless they have appropriate evidence and review; neither should become an unconditional promise.
Assign someone to update or pause every affected advert, portal listing and page when stock, price or approval changes. A corrected website does not fix an outdated video still circulating elsewhere.
3 Build a destination that answers the campaign promise
Match the destination to the action. A ready-property advert needs a current listing or relevant shortlist. An off-plan campaign needs approved project information. A seller or landlord campaign needs a page explaining the valuation or letting discussion being offered.
Show the information a prospect needs before contacting you: price or price basis, layout, location, status, relevant costs you can substantiate, the named contact and what happens next. Describe community features accurately. Label travel times as estimates with their assumptions, rather than presenting a best-case drive as a guaranteed commute.
Choose a primary next step that suits the decision: request a viewing, arrange a project consultation or discuss a listing instruction. A working alternative, such as a staffed telephone number, helps when someone cannot use the form. State when a person will respond and avoid promising round-the-clock support without the capacity to deliver it.
Test the complete mobile journey, including galleries, floor plans, contact buttons, form submission, confirmation and receipt by the assigned agent. A WhatsApp click and a successful form delivery are different events. NetForge’s web development service is relevant when the campaign page or enquiry route needs rebuilding.
4 Create content that helps a prospect evaluate the property
Build the creative around a question the property can answer. For a ready apartment, show the room connections, storage, balcony outlook and condition. For an off-plan project, explain an approved layout or payment stage and identify what exists today. A community video can explore practical considerations without implying that every building offers the same experience.
Create a small set of assets from that information: a walkthrough, a clear listing image and a short explanation of a common buyer question. Use genuine photographs or authorised project material. Label renders, virtual staging and illustrative images so viewers can distinguish them from the current property.
Keep the essential claim consistent across the video, caption, advert and destination. If an advert uses a starting price, make the relevant unit type, availability and conditions clear. A visitor should not discover that the promoted option was unavailable before the campaign began.
For longer research journeys, link a useful community or buying guide to relevant inventory and the campaign’s next step. Maintain those resources rather than publishing near-identical pages for every neighbourhood. Our guide to Dubai real estate SEO mistakes and fixes covers the search problems to investigate when useful pages are difficult to find.
5 Launch channels that match the campaign task
Choose channels according to the offer, audience and assets available. Start with a manageable test and record why each channel belongs in it.

Google Search ads
Reach searches for a specific property, community or service
Query relevance and qualified appointments

Whether the offer produces relevant meetings
This table suggests starting roles, not a universal ranking of platforms. In a search campaign, separate buying, renting and owner-service intent. Review the actual search terms and exclude irrelevant searches, such as jobs or rental queries in a sales-only campaign. In a visual campaign, test whether the property details are clear before concluding that the platform produces poor leads.
For overseas audiences, plan the language, time zone and response coverage as well as the geography. Housing advertising rules depend on where an advert is served. For example, Google’s personalised advertising policy restricts certain demographic and postcode targeting for housing adverts in the US and Canada. Check the current rules on each platform for the countries you select.
NetForge’s paid advertising service can support campaign setup and measurement. Assess that work through agreed qualification and sales outcomes, with the costs of media, production and management recorded separately.
6 Qualify enquiries and assign the next action
Record each enquiry in a customer relationship management system, or a shared spreadsheet for a small team. Keep the campaign, source, property reference, contact preference, assigned agent, stage and next action together. Deduplicate contacts who enquire through more than one channel.
Use qualification questions to understand the requirement. For buyers, establish preferred location, budget range, ready or off-plan preference, intended use and timing. Discuss funding readiness when relevant without asking for sensitive documents in an initial marketing form. For tenants, the useful questions include move-in timing and rental requirements. Owner enquiries need a separate route that establishes the property and the service requested.
A hypothetical first reply could be: “Thanks for asking about our Dubai Marina two-bedroom selection. Are you looking for your own use or investment, and what budget range should we use for a shortlist?” Ask the next question after acknowledging the enquiry; avoid restarting with a generic sales script or requesting details already supplied.
Use stages with observable meanings: new enquiry, contacted, qualified, appointment booked, appointment attended, offer or reservation, completed, and closed without proceeding. Keep “not yet reached” separate from “not suitable”. Record why someone does not progress, such as a budget mismatch, unavailable stock or a change in timing.
Agree a response target your team can meet during staffed hours. An automatic acknowledgement should explain when a person will reply. Escalate unassigned enquiries and overdue actions so leads do not disappear between marketing and sales.
7 Follow up with the information the prospect needs
Follow-up should resolve the next decision. Send the requested floor plan, a relevant shortlist, an appointment confirmation or an answer to a specific question. After a viewing, record what suited the prospect, what did not and the next step they agreed to. For an overseas buyer, a live remote appointment may be more useful than another generic brochure.
Ask whether the person wants further updates and record the scope of that permission. WhatsApp’s Business Messaging Policy requires opt-in for subsequent messages or calls and respect for opt-out requests. On the WhatsApp Business Platform, free-form replies are permitted within the 24-hour customer-service window; outside it, approved message templates are required. That template rule is specific to the Platform, not a blanket description of the Business App.
Avoid adding every enquirer to an indefinite promotional broadcast. Use email for requested documents or agreed updates, with clear preferences and a way to stop marketing messages. Keep contact data accessible only to people who need it for the agreed work.
Automation can acknowledge enquiries, assign an agent and remind the team about an agreed action. A person should handle negotiations, uncertain availability and questions requiring professional judgement. NetForge’s AI and workflow automation service is relevant when repeated manual handovers are causing delays; its role should be defined around the workflow you actually need.
8 Review progression before changing the budget
Connect campaign reporting with the enquiry record. Google Analytics campaign parameters can identify which campaign links bring visitors. Use consistent source, medium and campaign names, and distinguish creative versions where useful. Keep personal information out of those URLs.
Measure valid enquiries, contacted prospects, qualified leads, attended appointments and completed transactions separately. Google Ads supports qualified and converted lead goals, based on your defined process and imported offline information. A conversion label must reflect the stage you chose; it does not automatically mean a completed property sale.
Compare campaigns using the same definitions
The following hypothetical example uses equal media spend, deduplicated valid enquiries and the same qualification criteria over a comparable review period. It is a calculation, not a Dubai benchmark or a NetForge result.

Campaign B

AED 500
Campaign B generates fewer enquiries but costs less per qualified lead and attended appointment. That supports further investigation; it does not establish profitability. Follow the cohort through completed transactions and include production, management, portal and other acquisition costs before calculating an all-in cost per acquired client.
For a brokerage, compare that acquisition cost with the commission it actually earns and the costs of servicing the deal. The property’s sale value is not the brokerage’s revenue. Allow for the delay between an enquiry and a completion, and record both the first known source and later interactions where possible. Attribution will remain incomplete when people switch devices or contact several agents.
Diagnose the drop before spending more
Few relevant visits call for a check of demand, targeting, listing exposure or search accessibility. Visits without enquiries call for a check of the offer, property information and contact journey. Contacted leads that rarely qualify point towards the message, audience or stock fit.
If qualified prospects do not attend, review scheduling, location instructions and confirmations. If attended appointments rarely progress, review the property match, pricing discussions and objections with the sales team. Change one meaningful variable at a time and record the reason, so the next review can tell you something useful.
Pause immediately when approval lapses, stock becomes unavailable, the destination fails or nobody can handle enquiries. Otherwise, compare performance with your agreed cost limits and a review period long enough to observe the next sales stage. A few early submissions cannot establish a reliable winner.
A practical first month
Use the first month to establish a working process. The schedule below is an example, not a promise of sales within 30 days.
Period
Main work
Evidence to review
Week 1
Confirm the brief, approved facts, destination and lead owner
Signed-off assets and a successful test enquiry
Week 2
Launch the initial channel test and inspect incoming enquiries
Accurate source records and completed assignments
Week 3
Review qualification and appointment outcomes
Reasons for mismatches and missed appointments
Week 4
Keep, revise or pause the test against agreed limits
Progression, total costs and a documented next decision
Avoid dividing a small budget across more campaigns than you can evaluate. Set aside the costs of approvals, production, the page and follow-up before deciding how much remains for media. A modest campaign with clear records can teach your team more than a larger test with inconsistent definitions.
Frequently asked questions
Can an individual agent use this campaign process
Yes. An agent can run a focused campaign within the brokerage’s approved advertising and listing workflow. Keep the scope small enough to follow up personally, arrange backup cover and use the individual agent marketing guide for profile and content priorities.
How much should a Dubai property campaign cost
There is no dependable universal budget. Include approvals, creative, the destination, media or portal exposure, software and management. Set a test limit from your own acquisition economics, inventory and sales capacity. Obtain current quotes rather than treating an unverified online cost-per-lead range as a local benchmark.
Should ready and off-plan properties share one campaign
Use separate campaigns when the offer, information, qualification or next step differs. Ready stock may lead to a viewing, while off-plan enquiries may need a project consultation and approved documentation. They can share useful community content without sharing an identical sales journey.
How long should a campaign run before it is judged
Set the review period around the stage you are measuring and your own sales cycle. Check accuracy and enquiry delivery from launch, then allow time for contact and appointments. Completed transactions need longer follow-up. There is no fixed number of days that makes a small sample conclusive.
What happens when the advertised property is sold or rented
Stop or update the affected promotions promptly. Make the status clear on the page and offer relevant alternatives where available. Tell existing enquirers what changed. Do not leave an unavailable property advertised as available to collect contacts for different stock.
Should the team buy leads or build its own campaign
Evaluate the provider’s collection method, permissions, exclusivity, duplication and qualification definition. Ask how sources and outcomes can be verified and how unsuitable records are handled. Avoid purchasing a contact list with no evidence of permission; low cost alone does not establish a usable property enquiry.
Put the campaign into practice
Start with approved stock, a working destination and someone responsible for every enquiry. The next decision should come from where prospects progress or drop out, with the campaign’s costs and sales stage clearly defined.
If your team needs help connecting its page, advertising and follow-up, request a consultation through NetForge’s contact form. Share the property or service you want to promote, your current enquiry process and the outcome you want to measure so the discussion can focus on the work required.
